The European Space Agency (ESA) is reviewing whether Europe's current rocket capacity can meet a projected peak in satellite launch demand around 2030. ESA Director General Josef Aschbacher told Reuters the agency has not yet decided whether to increase its launch rate.

Arianespace, the French commercial launch provider, currently projects nine or ten annual launches of its new Ariane 6 rocket starting in 2027. Amazon has already commissioned 18 launches, which Arianespace CEO David Cavaillolès described as making the company its "largest single client today." This creates a substantial confirmed commercial requirement on top of ESA's institutional missions, which will also use Ariane 6 and the smaller Vega-C rocket.

"Can we satisfy all these launches?" Aschbacher asked during the review. He confirmed no target for a higher annual launch rate is yet approved. Future Amazon orders and other commercial missions could further pressure limited launch windows and pad time, though these are not yet confirmed. Any expansion would require decisions on factories, suppliers, and infrastructure.

Funding New Launch Providers

ESA is already working to widen supply through its European Launcher Challenge, a funding program for private rocket companies. The agency has signed contracts with several firms to encourage competition and provide more launch options beyond Ariane 6 and Vega-C.

Géraldine Naja, ESA's director of space transportation, said the program "kicks off the European Launcher Challenge, encouraging competition among European launch providers." Company executives framed the awards strategically. Isar Aerospace's chief commercial officer, Stella Guillen, stated that "Europe is putting serious resources behind its space sovereignty." PLD Space's executive president, Ezequiel Sánchez, said it "confirms the maturity of the roadmap we have been building for years."

New Rocket Capabilities

The funded companies are developing rockets with varying payload capacities, though none has yet reached orbit. Under the program, they must achieve an orbital launch before 2028.

These figures represent planned capabilities, not established records. The RFA One and Miura 5 target sun-synchronous orbits (SSO), which pass over the same Earth point at the same local time daily and are common for observation satellites. Spectrum targets low Earth orbit (LEO).

ESA also expects its contract process with MaiaSpace, an ArianeGroup-backed startup and the fourth company in the challenge, to continue, though that award remains incomplete. The review of launch capacity continues as ESA weighs a looming demand peak.
